This is an apron for craftsmen. It is a traditional Japanese work wear and is called a 'ho-maekake'(*).
(*) The history of the ‘ho-maekake[帆前掛]’ dates back to the Meiji period, when craftsmen at sake shops, miso shops, rice shops, etc. used it to protect their backs and prevent stains and injuries from their clothes while working at their workplaces. The 'shop name' was dyed into it and it was also used as a uniform and for advertising purposes.
