This is Kiriko glass(*), one of Japan's traditional glass crafts.

(*)Kiriko[切り子] refers to the name of a decorative glass processing method and the products made using this method (kiriko glass). A metal rotating grindstone is pressed together with an abrasive onto the surface of the glass, creating grooves and polishing it to create unique designs.
